Does anybody know if there is a way to access the settings of the ipad with some functions in Codea?
There is no way, as far as I know, its impossible

There is no way at all (even with Objective-C). Back during the iOS 5 days, there was a URL sceme to access settings, but that was removed quickly by Apple (for some odd reason).
